Norman J. Trebilcock, AICP, PTOE, PE, President of TCS, has guided tremendous growth in SW Florida since 1990. As both a professional engineer and certified planner, Norman has lent his innovative planning and design expertise to thousands of acres of desirable land development projects and hundreds of miles of safe and efficient roadways. He is passionate about providing the best engineering and planning services on projects, and feels directly responsible for project outcomes.
Norman founded TCS in 2007 to meet the demand for specialized transportation services in Southwest Florida.
To stay abreast of the current environment, Norman regularly attends and hosts transportation seminars. He holds leadership positions on notable transportation task forces and in many professional societies. He encourages and supports his staff in continuing education and professional development.
After working for many years in private consulting, Norman became the City of Marco Island’s first Public Work Director when the city incorporated in 1998. In this role, he oversaw the successful transition of all public works services, including streets and drainage, bridges, waterways, parks and beautification. He initiated citywide signalization, sidewalk and bridge improvement programs.
Norman’s work as a government director, teamed with years of providing professional engineering services to land developers and the public sector, combine to offer clients a unique perspective when tackling their projects.
Norman also feels strongly about giving back to the community, volunteering his time and engineering efforts on many community boards, projects and in our schools, and helping as far away as Haiti to provide better living conditions for those in dire need.
He worked on “Miracle Village,” home to 2,500 earthquake evacuees and amputees in Haiti.
Norman holds a Master’s degree in Public Works from the University of Florida and a Bachelor’s degree in Engineering from the University of Miami, making him both a Gator and Hurricane.
Early in his career, Norman was active in the U.S. Army Reserve and Florida National Guard. His emergency response support in Miami after Hurricane Andrew earned him the Florida Distinguished Service Medal.
